The District Registrar on Wednesday appointed an enquiry officer to investigate misappropriation of funds by the management of the Mayfield Gardens RWA, J Block in Gurugram.

He appointed Col Sant Pant as the enquiry officer to conduct the enquiry within the period of two months. He also directed the administrator of management of the RWA to provide all relevant records to the enquiry officer whenever required.

The matter came into limelight when Satpal Thakran filed an appeal under Section 79 of the HRRS Act to the State Registrar in the month of October. Following which the State Registrar directed the office of district registrar to take action as per the provision of HRRS Act, 2012.

Earlier in August, previously appointed administrator requested the district registrar to file the criminal case against the ex-office bearer of the association accusing the embezzlement of funds.

The residents alleged that the society has its saving bank account with Axis Bank in Sector 46 and without the knowledge anyone, ex-office bearer opened another account on July 31, in Yes Bank in Sector 47 even after the appointment of the administrator by the office of District Registrar.

They alleged that the ex-office bearer has transferred the amount of Rs 5 lakh on March 29, 2019, from Axis bank to Yes bank. 

As per the bank statement of Yes Bank from July 31, 2018, to July 8, 2019, an amount of Rs 37,21,025 has been withdrawn by the ex-officer bearers for which they are authorized to do so. From Axis Bank during the period of September 30, 2018, to March 31, 2019, an amount of Rs 8,91,774 was withdrawn.

Satpal Thakran, a resident and one of the complainants in the matter said, “The election was itself a fraud from the beginning. They grabbed the management of the society illegally with the corrupt officials.” 

“We have already filed a complaint against them as well Yes Bank manager for misappropriation of funds, forgery, hatching criminal conspiracy and contempt of High Court. Now we are hoping some justice would be done in the matter,” he added.
