New Delhi: The ministry of road transport and highways on Wednesday proposed to make linking of mobile numbers of vehicle owner mandatory for services related to registration, pollution certification, renewal and others from April 1, 2020.

The ministry issued a draft notification asking for public comments within 30 days.

An official from the ministry said, “Earlier, mobile numbers were not captured for any services related to vehicle certification. The only time when mobile numbers were used was for OTP authentication during registration of new vehicles.”

“Now, it will be mandatory to link mobile numbers with vahan database for any type of services,” he said.
The official said that the action has been taken considering that mobile numbers of a large number of vehicles were not registered on vahan database.

To include mobile numbers, there will be amendment in the relevant forms in Central Motor Vehicles Rules 1989 including registration, transfer, Register of Motor Vehicle, Renewal, duplicate copy, grant of NOC, change of address and entry or termination entry for Hire/Purchase/Hypothecation.
