 Gurugram: City Mayor Madhu Azad submitted a 11-point charter of demands Chief Minister Manohar Lal Khattar at meeting of mayors and municipal commissioners of Haryana in Chandigarh, on Saturday. Prominent among the demands was more power for the councillors for better development of the city.

The demand for empowerment of councillors was made for the development in their respective wards at Rs one crore each. The proposal was already approved by the councillors in a House meeting in November 2017. But, the state government was sitting on the proposal for over two years.

The mayor also raised the issue of implementation of the 74th Constitutional Amendment Act 1992 in its true spirit for vesting more powers in the House to address the issues related to the development of the city.

One of the key demands was power for an officer of the level of additional commissioner to executive engineer to file Annual Confidential Report (ACR) with the mayor and councillors to write the ACR of the officer of the level of assistant engineer to junior engineer.

While raising the issue of by the Ecogreen company’s arbitrary collection of fee instead of user charge prescribed by the government, the mayor demanded removal of the user charge. “Several complaints have been received against the functioning of the Ecogreen whose work is found not satisfactory. There are also complaints about overcharging from the residents.” she said.

She also requested the CM to direct all the departments in the city to transfer land to the Municipal Corporation of Gurugram (MCG) for development.

Construction of a MCG office building, regularisation of all the remaining colonies, fixing of development fee at Rs 200-300 per square foot, construction of sewer lines in the IAF ammunition depot area and handover of maintenance of the government-run schools in the MCG area were the other key demands.

Later, the mayor met principal secretary of Urban Local Bodies’ Department, V Umashankar, and impressed upon him on early clearance of developmental agenda pending approval from the state government.

The mayor also sought increased powers for the finance and contract committee. She apprised the principal secretary about laxity of some officers posted in the MCG. “Action should be taken against those officers who are found wanting in carrying out their responsibilities,” she said.
