MCG monitoring committee to supervise maintenance of parks, community centres

Gurugram: The Municipal Corporation of Gururgam (MCG) constituted a monitoring committee to supervise the maintenance of parks and community centres in the city.

The decision to form the committee was taken at a special meeting convened under the chairmanship of Mayor Madhu Azad on Saturday at the MCG office in sector 34.

Senior Deputy Mayor Pramila Gajesingh Kabalana, MCG Commissioner Vinay Pratap Singh and MCG officials were present in the meeting. It was decided that maintenance charge for parks and community centres henceforth will be dispensed with only after the approval of the committee. 

According to MCG official, those RWAs, which abdicated their responsibilities towards maintenance, will lose their maintenance job with immediate effect.

In case of infighting within the RWA, the responsibility of maintenance will be given to the ward committee.

A committee comprising of the mayor, zone chairman, councilor and joint commissioner will take a decision in case of a dispute between the councilor and the RWA.

In the meeting, various councilors made their suggestions that the responsibility of maintenance of parks and community centers should be given only with the consent of the councillors concerned.

During the meeting, the issue of more than one RWAs in each colony and sector was also raised. The RWAs that are doing good work should be given the responsibility and those that are not doing so should lose it in favour of the ward committee.

In case of maintenance of parks and community centers, a decentralised system should be adopted and audit report should be taken every year. It was also suggested that resources should be provided instead of maintenance charges.

MCG Commissioner Vinay Pratap Singh said, "In the year 2017, the responsibility of maintenance of parks and community centers was given to concerned RWA as there was no House at that time. Every work needs to be supervised and if there is no monitoring, the work will not be done properly. If the responsibility of maintenance of the parks is given to the ward committee, then the prescribed fee will be given to the ward committee at the rate of 3 rupees per square meter."

He informed that no payment will be made without the recommendation of the Regulation and Monitoring Committee.

He instructed the officers that if any RWA does not maintain the parks and community centres properly, the maintenance responsibility should be taken back after giving two notices.

It was also decided that the RWAs cannot hold any function or event without the approval of the MCG.

There are a total of 793 parks under the MCG jurisdiction, of which 483 are being maintained by RWAs and 310 are being maintained by the civic body.

Similarly, out of a total of 60 community centers, 22 community centers are maintained by RWAs and 38 are maintained by the MCG.
