Gurugram: Residents of Sare Homes, a residential society in Sector 92, have lodged a complaint with Haryana Real Estate Regulatory Authority (H-Rera) against the builder accusing him of syphoning off funds collected against the electricity bills. 

They have urged the authority to freeze the facility account and conduct a financial audit of the accounts.

They alleged that the facility management of the builder was not paying the electricity bill to Dakshin Haryana Bijli Vitran Nigam (DHBVN) despite collecting for both the electricity and power backup in advance under the pre-paid scheme.

On Thursday, the electricity department disconnected power supply of the society after it owed electricity bill amounting Rs 52 lakh creating problem for the residents.

The residents alleged that the facility management was a serial offender of non-payment of electricity dues. In the past two years, the electricity department temporary disconnected the electricity of the society several times causing distress and additional financial burden on the residents as they had to pay late fee penalty and DG charges. 

Sare Homes township is being developed in five different phases and over 1500 families reside. 

"Residents of phase 1 and 2 formed and elected RWA in April 2019 which is maintaining the common area facilities since then. As of now no proper or legal handover is done by the builder. Electricity is still under the builder. There is a common meter for the whole township and the electricity department is releasing a common bill for electricity for the usage in whole township," said Praveen Malik, RWA president of Sare Homes.

"Residents of Phase 1 and 2 have pre-paid metering system against the usage of electricity under which we have to pay advance payment to the builder’s facility account at Rs. 6.70/unit for government power supply and Rs. 20/unit for DG set," he added.

They have also requested H-Rera to raise the matter with Haryana Electricity Regulatory Commission (HERC) and DHBVN to issue and install a separate meter for Phase 1 and 2.

Aditya Jakhar, a resident of phase -3 of Sare Homes said, "We have made several complaints to the concerned department but to no avail. The department disconnected our power supply several times and we have to rely on DG sets. The builder has created a nuisance in the society and we have to bear the financial burden because of the callous attitude of the builder. We have been suffering for no fault of ours."
