Gurugram: Scores of residents of ROF Aalayas of Sector 102, gathered in the society premises on Sunday morning and staged a protest demonstration against the builder. 

The residents were holding placards and raising voice against the builder for arbitrarily charging maintenance and electricity fee without any notice and consent from them.

They sought Haryana chief minister’s intervention and demanded the Department of Town and Country Planning to take an action on the matter.

The residents pointed out that the ROF Aalayas has been developed as an affordable housing society and as per law its five years’ maintenance was free. However, the builder start deducting the maintenance fee from the pre-paid electricity account without any intimation about the same, they alleged. 

According to them, the builder started recovering the maintenance at Rs 2.75 per sq ft from this month. “We have sought a written reply from the estate manager but almost 10 days have passed, no information has been provided to us. The maintenance charges are being deducted daily from the electricity meter by the builder. We are not aware how much maintenance is being cut and how much power unit is being consumed. I shifted here in October last year, but till date no bills or receipts has been provided by the builder’s management,” said Sachin Pandey, a resident of the society.

The residents said that the builder’s management had been charging electricity fee at Rs 7.10 per unit. “There is no transparency in the society. We are forced to pay high electricity charge as compared to any luxury condominiums or affordable housing society in the vicinity,” Pandey added.

They questioned the builder’s intention to levy maintenance when he fails to provide basic amenities to the residents. The residents are facing several issues including abysmal state of security, unkempt condition of common area, no greenery to name a few. 

“The society has not been maintained properly. Frequent incidents of lift malfunctioning pose serious risks to our lives. We have time and again raised out complaints to the builder management but to no avail. Now we are left with no option but to protest,” said SS Rohilla, another resident of the society.

Meanwhile, the builder's representative denied allegations made by the residents and pointed out that only assets based services including upgradation of electricity, lifts are maintenance free while consumable services including payment of maintenance staff, diesel for power back-up will be paid by the residents. “We have provided free services from October till December and did not charge anything. We gave prior notice to them informing about the same and if they have any issue we are always ready to discuss,” an official of the project said.
