Residents of Park View Residency, a residential township in Palam Vihar, have filed a complaint against the township's RWA. They have alleged that the RWA had been charging them at a rate higher than that set by the Dakshin Haryana Bijli Vitran Nigam (DHBVN).

DHBVN supplies electricity to the single-point supply connection in the society and charges the RWA for the bulk supply, instead of charging each household. DHBVN charges Rs 4.5 per unit for consumption of less than 500 units, Rs 5.50 for consumption between 500 and 800 units and Rs 6.50 for consumption above 800 units.

Residents alleged that the RWA had been charging them higher rates, with the rates varying each month. “The RWA has been in charge of the society's maintenance since it took over from the builder in 2014,” said Sudhakar Gupta, a resident.

Last month, Gupta was charged Rs 7.5 per unit despite consumption being less than 500 units.

"The charges per unit keep fluctuating every month. The RWA also levies service tax on the bill amount,” said Gupta.

RWA, on the other hand, refuted the allegations. "After a few residents raised the issue, we have started publishing the details on the back of the bill," said SC Kumar, president of the RWA.

When contacted, a DHBVN official said, "We have got several complaints alleging developers and RWAs charging residents at higher rates. We will look into the issue".
