New Delhi: With coronavirus cases surging past one million mark in the country and taking a toll on the existing healthcare facilities, the Union Ministry of Health on Friday allowed the Resident Welfare Associations (RWAs) and NGOs to set up small Covid Care Facility within the residential complex for managing suspect, pre-symptomatic, asymptomatic or very mild cases.

The ministry has issued the detailed guidelines for setting up such facilities within the gated residential complexes.

This facility is not meant for elderly patients, children below the age of 10 years, pregnant and lactating women, patients with co-morbidities such as diabetes, hypertension, heart disease, kidney disease, chronic respiratory disease, cancer, other immune-compromised states. Such patients will be admitted to the appropriate Covid Care Health Facility.

These facilities will be linked to the surveillance team (IDSP) and an ambulance provider and no intermixing of suspect and confirmed cases will be allowed under any circumstances, the guidelines said.

According to guidelines, these facilities will be a makeshift one and can be set up in a community hall, centre or any common utility area within the premises of residential complexes or empty flats which are isolated location-wise from the rest of the occupied dwelling.

The Covid Care Facility should have a separate toilet for suspect and confirmed cases with proper cleaning and supplies.

The facility will be regularly inspected by the district Rapid Response Teams (RRTs) to provide guidance to the RWA or the residential society. In case the RRT finds that the facility is either not suitable or does not have the required wherewithal, they may advise RWA to discontinue the facility, it further said.
