New Delhi: The Delhi Disaster Management Authority (DDMA) on Sunday brought into force a Graded Response Action Plan (GRAP) to deal with Covid-19 in the national capital.

Under this, three parameters – positivity rate, cumulative new positive cases and average oxygenated bed occupancy – will be monitored. Four levels of colour-coded alerts will be effective when specified parameters are met.

“All district administrations are hereby directed to implement GRAP recommendations with immediate effect. Daily alerts will be sent to all districts under the system to help them take decisions over permitted/prohibited/restricted activities. The plan will be in force till further orders,” a DDMA notification read.

The four levels of colour-coded alerts are yellow alert, amber alert, orange alert and red alert.

Yellow alert (Level 1) will be enforced when the positivity rate is above 0.5 per cent for two successive days or cumulative new infections for seven days is above 1,500 cases or the average occupancy of oxygenated beds for seven days is 500 beds.

Under yellow alert, cinema halls, banquets, barbershops, salons, gyms, entertainment parks, schools and religious places will be shut. A night curfew will be imposed.

Amber alert (Level 2) will come into force when the positivity rate is above 1 per cent for two days or cumulative new infections for seven days is above 3,500 cases or the average occupancy of oxygenated beds for seven days is 700 beds.

In case of amber alert, restaurants and public parks will be shut and a weekend curfew will kick in.

Orange alert (Level 3) will be effective when the positivity rate is above 2 per cent for two days or cumulative new infections for seven days is above 9,000 cases or the average occupancy of oxygenated beds for seven days is 1,000 beds.

When orange alert will be sounded, many construction activities will shut along with shops and malls. The operations of Delhi Metro will also be closed.

Red alert (Level 4) will be sounded when the positivity rate is above 5 per cent for two days or cumulative new infections for seven days is above 16,000 or the average occupancy of oxygenated beds for seven days is 3,000 beds.

When there is a red alert, all the government offices excluding essential and emergency services will be shut down. A total curfew will be brought into force.
