New Delhi: New Delhi Municipal Council (NDMC) in its Council Meeting held at NDCC, Convention Center today approved various citizen centric proposals in the agenda items placed before it.

During the meeting, Satish Upadhyay, Vice Chairman, NDMC suggested that there should be a Review Meeting after every Fifth meeting of the council. This would bring changes in the functioning of NDMC as well as pave the way for the proper regulation of the resolutions passed by the council.

He said that to strengthen Human Resource Management an appointment of a Senior Consultant may also be initiated by NDMC so that regular employees are promoted and problems of RMR, Contractual related employees can be resolved at the earliest.

However, the details of the Meeting are as under:

1. Agreement between NDMC and the Leuven City of the Belgium

Council has informed about the agreement on the establishment of Economic and Cultural Cooperation and Exchange of Expertise in the fields of Smart City initiatives. The agreement was earlier signed on 08.11.2017 and expired in November, 2021. Now, the agreement was again signed on 23 January, 2023 at residence of Ambassador of Belgium in New Delhi.

An agreement was made with a view to exchange the expertise and co-operation in the fields of Smart City, e-Government, Transportation, Culture, Tourism and MICE Industry, Climate Change and the Environment, Service Delivery, Civic Administration, Education, Sports, Waste-water & Solid Waste Management, Infrastructure, Public Health, Science & Technology, Heritage Management, Urban Renewal, Urban and Regional Planning and related matters to support shared prosperity and development of parties.

2. Purchase of two nos. HT Cable fault locating system

Council approved to place supply order at a cost of Rs.6,48,34,973 for the purchase of two nos. HT Cable fault locating system suitable upto 66KV. And these would be mounting on CNG Vehicle along with CAMC charges for three years from the expiry of Warranty/Guarantee period of the system on the terms conditions and specification as per contract.

3. Establishment of 4 nos. 990/1000 KVA Unitized Electric Sub-Station for Electrification at JJ Cluster Sanjay Camp, New Delhi

During the Council meeting held on 28 September, 2022, member NDMC and minister Smt Meenakshi Lekhi and Satish Upadhyay emphasized for the electrification of JJ. Cluster Sanjay Camp & for providing energy meters.

Council resolved the Administrative Approval and Expenditure Sanction for the preliminary estimate amounting to Rs. 7,38,95,500 for establishing of 4, 990/1000 KVA Unitized Electric Sub- Stations and associated LT Network for Electrification at JJ Cluster, Sanjay Camp, New Delhi.

4. Extension of existing security contracts of Security Services/Arrangements under Group Contract A, B, D, E, F, G, H and J for two months w.e.f. 1st January, 2023 to 28 February, 2023.

The Security Department of NDMC provides Security Services/Arrangements at various NDMC premises i.e. Palika Kendra, NDCC-II, Palika Bazar, Palika Parking, NDMC hospitals, Schools, Parks & Gardens, Navyug Schools etc. by deploying Security personnel outsourced by Private Security Agencies under Group Contract A, B, D, E, F, G, H. J & K.

At present, the Security Department has outsourced 1052 Security personnel through Private Security Agencies by calling open tenders in the year 2017 for three years.

Council approved for extension period of two months w.e.f. 1st January, 2023 to 28 February, 2023 with existing agencies with same rates, terms and conditions for security arrangement under Group Contract A, B, D, E, F, G, H and J.

5. Security Services /Arrangements at various NDMC Premises under Group Contract 'B' & ‘C’

As per the approved study report all the NDMC buildings premises, schools, gardens & parks have been divided in to 05 groups (A, B, C, D) & (E only for NDMC Schools). It consist 206 Security Guards, 12 Security Supervisors and one Chief Supervisors. Council approved to award the Group contract ‘B’ & ‘C’ for security services/arrangements for various premises in NDMC area.
