The Deputy Registrar of Societies issued a notice based on a complaint by SP Shukla, former general secretary of the managing committee, who was ousted six months ago.

The Deputy Registrar of Societies, Meerut, has served a notice to the president of the Madhuvan Apartments managing committee in Sector 82, Noida, for alleged anomalies in the expenditure of the society's maintenance funds. It asked the committee president, Ramesh Yadav, to reply with a thorough explanation of the allegations by February 20, failing which he will be liable to face legal action.

The Deputy Registrar of Societies issued the notice based on a complaint by SP Shukla, former general secretary of the managing committee. Shukla was ousted from the committee six months ago for not paying the society maintenance fee.

The notice states that the managing committee, under the leadership of Ramesh Yadav, has not been carrying out works according to the model by-laws of the society.

Shukla has informed the deputy registrar that there have been multiple violations of the by-laws. He claimed that the managing committee had not been maintaining the society's balance sheet properly. He also claimed that the committee was not intimating members well in advance before general body meetings and that it had failed to get the society’s accounts for the financial year 2015-16 audited.

Further, he had argued before the appellant authority that although the model by-laws clearly restrict the management from keeping cash if the amount exceeds Rs 500, it had not deposited the extra cash into the society’s bank account.     

Shukla had complained that though the society’s by-laws entitled him as a general secretary to perform certain duties during his tenure, he was restricted from carrying them out. However, the current treasurer of the society, despite having sold his flats, which made his membership null and void, was still carrying out his duties unhindered. 

When City Spidey contacted Yadav, he said he had not received any notice. He, however, said he would be able to comply with explanations only after he had received it. Retaliating against the charges made by Shukla, Yadav made a scathing attack on the complainant. He said that the managing committee had served Shukla three notices in the past, reminding him to deposit the society maintenance fees. But he had not paid the dues for six months and had also declined acknowledging the society’s notice. 

He said Shukla was also involved in antisocial activities such as consuming liquor in the society's vacated flats. He complained that Shukla was pursuing a vendetta against him for being ousted from the managing committee.
