Flat buyers of Mahagun Puram Phase II, a residential society located in Mahrauli, Ghaziabad, claim to have hit a century in complaints against the builder’s delay in offering possession of their flats. Speaking to City Spidey, the buyers said the project had started way back in 2010 and the builder was supposed to hand over flats in 2013. However, even after three years of the promised delivery date, buyers do not have their flats.

Amit Chauhan, a flat buyer, told City Spidey that they had lodged at least 100 complaints on various grievance redressal platforms such as the UP governmant’s Jan Sunwai website and the complaints forum of the Ghaziabad Development Authority (GDA).

Chauhan said that although the complaints on the Jan Sunwai platform did not draw any response, repeated complaints on GDA’s forum resulted in the standard response — "the completion certificate of the project has not been issued yet".

Recently, buyers staged a protest in front of the developer's office in Sector 63, Noida. They had then demanded an exact date for possession of flats and said that if the builder couldn't give them that, it should return their hard-earned money.

“Most of the 700 flats of the project have been bought by end buyers who, unlike investors, plan to make it a long-term home. We have paid the entire amount but we do not have our homes yet,” Chauhan said.

He further explained that the builder was letting buyers access their flats but only to conduct puja or other interior decoration — not to move in.

Speaking to City Spidey, Sachin Garg, general manager of the housing project, said the builder had already applied for a completion certificate from GDA but the authority was delaying the process.

“We had, in fact, applied for it six months ago, in December 2016, but ever since the government has changed, GDA has not issued completion certificates to any builder. In our last meeting with the residents, we did tell them that they would receive possession by August 2017, based on the assumption that it would take 40-45 days to receive the completion certificates. But there has been a delay from GDA's end. I understand the residents are feeling helpless, but we are also helpless at the moment,” Garg added.

However, residents have now planned to approach GDA with a query about the delay in issuing the completion certificate, when the society flats were already complete. “We are not satisfied with GDA’s response on the grievance redressal portal. We will meet the vice-chairperson of the authority this week and raise the question,” said a buyer.
