The odd-even scheme will not be implemented from Monday. The decision was taken during an emergency meeting chaired by Delhi Chief Minister Arvind Kejriwal himself.

The decision was taken keeping in mind the issue of women's safety and also concerns over inclusion of two-wheelers into the scheme. 

Addressing the media, Delhi transport minister Kailash Gahlot said, “It would not be possible to implement the odd-even plan while including two-wheelers. The government respects the NGT’s directive, but if the odd-even scheme is implemented and 60 lakh two-wheelers stopped plying on city’s roads, the situation would become worse. The government will file a review petition with the NGT on Monday.”

Though women's safety was an issue, according to inside sources, the government was not fully prepared to implement the odd-even rule.

A Delhi government official said on condition of anonymity, “If two-wheelers and women-driven cars are included under the odd-even rule, the government would need 1,000 additional buses, which is not possible to arrange in two days' time."
