To get a handle on vehicular congestion and streamline parking issues in the city, the regional transport office (RTO) of Gautam Budh Nagar has directed all car dealers to check whether a buyer has proper proof of parking space before selling a car to them. RTO has also decided to deny a new vehicle registration if an affidavit of legal parking space is not submitted to it.

But is producing a parking space affidavit proof enough that a buyer has one? Is false paperwork not a loophole in the process that buyers can exploit? Is this RTO rule just a big farce? These are questions that need a closer look.

At a meeting held at the Ghaziabad transport office on November 12 — attended by officials of Gautam Budh Nagar and Ghaziabad, and other city transport personnel — it was decided that this policy, taken out on July 15 last year, would be implemented more stringently.

AK Pandey, assistant RTO of Gautam Budh Nagar, told City Spidey, “We have sent letters to all vehicle dealers to follow the rule. We will not register any new vehicle till they submit the affidavit of the parking space, along with a map of it, whether their own or rented. The buyers will also be asked to share the details of other cars in the family and their parking provisions.”

However, vehicle dealers are not happy about this added responsibility.

A staff member in the vehicle registration department of the Mahindra showroom in Sector 2, Noida, said, “We only submit the affidavit, but to check whether the parking spaces actually exist is the responsibility of the RTO officers. Our work is to sell vehicles and complete the formalities for vehicle registration. Why should we take on this extra work?”

He added that for the past month, the RTO has been demanding an affidavit for all cars during registration, while previously, the demand was only for commercial vehicles.

According to RTO records, nearly 3,500 vehicles are registered in Gautam Budh Nagar every month.

With these daunting figures, it remains to be seen how the RTO directive brings any semblance of order to chaotic parking across the city — and whether only paperwork suffices.
