At a meeting convened by Noida Authority today to discuss whether Gautam Budh Nagar needed a municipal corporation of its own, it surprisingly turned out that most stakeholders felt the city didn't need one. This included members of FONRWA, CONRWA, NEA and CREDAI, and various MLAs. Most of them felt that the Noida, Greater Noida and Yamuna authorities were working well enough to maintain the city.

About 275 suggestions and objections were received by RK Mishra, additional CEO (ACEO) of Noida Authority and the convenor of a committee formed recently to look into the formation of a municipal body for GB Nagar.

According to Prabhat Kumar, Meerut commissioner, most of the suggestions declined the need for a municipal corporation for GB Nagar. Instead, he said, people wanted civic by-laws to be put in place to fix the accountability of residents and the Authority towards the city.

Kumar said they also received suggestions on parking issues, and the need for a railway station in GB Nagar and an IIT college in Yamuna Expressway. He added that the Authority also planned to create about 81 smart villages in the district on the lines of smart cities, a concept introduced by the central government.

"We will file a draft at the end of the month on this and send it to the Uttar Pradesh government for a final decision,” he said. 

"We will try to make a sustainable plan for solid waste management in the city,” Kumar added.

Though the Industrial Development Act of 1976 says that every city should have a municipal corporation of its own, Gautam Budh Nagar as a whole still doesn't have one. On September 4 this year, the GB Nagar district magistrate BN Singh recommended that municipal functions be withdrawn from the purview of Noida Authority and handed over to the Uttar Pradesh government. He had written to the three ministers suggesting that a municipal body be formed on the lines of New Delhi Municipal Council (NDMC) or Ghaziabad Nagar Nigam.

The DM had also asked for feedback on the issue from all stakeholders of the district. In October, a public notice was issued, inviting all stakeholders to submit their views on the matter. Thereafter, a government committee including BN Singh, GB Nagar district magistrate; RK Mishra, additional CEO of Noida Authority; BK Tripathi, additional CEO of Greater Noida; VP Pathak, chief law adviser of Noida Authority; and CP Singh, municipal commissioner of Ghaziabad, was set up under the leadership of Prabhat Kumar, commissioner of Meerut.
