Deputy Chief Minister of Delhi, Manish Sisodia presented the AAP government’s general budget for the financial year 2018-2019 in the assembly on Thursday.

The Rs 53,000 crore budget pays extra emphasis on Education and Health. Further, it is also 19.45 per cent more than the revised budget estimates of Rs 44,370 crore for the previous financial year.

The Deputy CM also said that Delhi became the first state in the country to present a separate budget for the environment called “Green Budget”.

Following are the key points of the budget:

Education:

Education has been allotted 26% funds from the budget of 2018-19. 12748 class rooms and 30 new schools are set to be constructed. 1.2 lakh CCTV cameras are set to be installed in schools and a proposal to award self-defence training to the girl child has also been put forward.

Two initiatives are set to be undertaken: ‘Chunauti 2018” to develop reading and math skills in children and ‘Buniyaad” to make the kids aware about basic things in summer vacations.

A proposal has also been mooted to set up 13 new Language Academies and English Academies. Apart from this, schemes like ‘Play and Progress” and “Mission Excellence” were introduced in the budget to improve the education scenario. 

Health:

As far as the health sector is concerned, the government has set a target of developing 1000 new Mohalla Clinics in the next financial year. Across Delhi 94 dispensaries have been identified to be converted into Mohalla Clinic as well.

The Deputy CM said that since June 2018, medical facilities will be provided at people’s doorstep during emergency situations.

The service which will come really handy during traumatic periods will begin with the help of 16 motor cycles which will be called “First Responder Vehicles”. 

The government is also set to build mobile van clinics will be built for eye and ear care services, provide “Universal Health Scheme” and health cards to the citizens as a part of community based initiatives.

Water and Sewerage:

Manish Sisodia claimed in his budget speech that nearly 47% of water in Delhi wasn’t traceable and it was tough to say whether it was used or wasted. Due to this bulk metering would be done in the next financial year and the water would be monitored.

He further said that the treated sewer water was not being used and thus was being drained out in the Yamuna. 11 small sewage treatment plants would be constructed in different areas of the city in order to utilize such water and clean the sewers.

Moreover, new sewer lines would be laid down in those areas where the system is old or not properly functional.

Social Security and Welfare

As far as the senior citizens of Delhi are concerned, a new scheme was introduced in the budget for them called, “Mukhya Mantri Tirth Yatra”. Under the scheme the senior citizens would be eligible to avail free tour of religious places. Besides all this CCTV cameras would be installed in Anganwadi Cnetres, schemes will be undertaken for the SC/ST/OBC girl child such as “Ladali Yojna”. 

Children from SC/ST/OBC category will also benefit from the announcement of schemes such as ‘’Jai Bhim Mukhya Mantri Pratibha Yojana”.

Last but not the least, a new scheme was also proposed for “Prevention of Alcoholism and Substance Abuse”.

Road and other things

Nearly, Rs 100 crore has been allotted for the augmentation of infrastructure and development works in major markets of Delhi.

In the budget speech, Sisodia said that the construction of the elevated corridor Barapullah-3 from Sarai Kale khan to Mayur Vihar will be completed by December 2018.

Further, the deputy CM said that construction of an elevated road over Najafgarh Drain from Kakrola Mor to Wazirabad would begin in the financial year 2018-19.

He also said that the Kalindi Bypass will be constructed between DND (Delhi Noida Delhi) flyover and Faridabad along Yamuna and Agra Canal in the same year. Apart form all this, an elevated road will be built from Signature Bridge to Kalindi Kunj Bypass.

Proposals have also been undertaken for construction of new flyovers and underpasses regarding areas like Karaval Nagar, Bhajanpura, Nand Nagri and others.
Delhi Government is also set to provide financial support of Rs 6,903 crore to the Local  Bodies in  2018-19.

Sisodia credited the LG of Delhi, Anil Baijal for approval of the budget presented by the AAP government. He also said discussed his government’s vision and achievements regarding a thorough development of the National Capital.

He further added, “This is the very first budget in the history that a government has given a time lime for the projects for completion and the government is determined to do so.”
