While two groups battle for power in the RWA of Gurgaon’s upscale Uppal Southend society, residents smell a conspiracy by Bhagat Yadav, the contender of the presidential post, with the involvement of the District Registrar.

Venu Gopal Menon, a resident of S block, said, "The District Registrar fixed March 27 as the date of election, but there were no preparations for it. Ballot papers and ballot boxes were not ready. Moreover, the way the election was cancelled due to the resignation of two returning officers clearly indicates the involvement of the District Registrar's office in sabotaging the election process. It was a well-thought-out plan by Yadav.”

The focus of the entire controversy was the 22 residents declared defaulters due to non-payment of dues. Some dues were three to five years old. Residents said that some didn’t even know about their dues as they were second owners. And even if they were the first owners, they should have been served an advance notice.

RK Taneja, the general secretary, told City Spidey that these 22 residents were declared eligible till March. “Why were they not served notices? They were declared defaulters right at the time of election. This clearly shows their motive.”

"They were declared defaulters on the basis of dues pending for three or more years. I am the prime example of that, as they had defaulted me on the basis of non-payment of dues in the financial year 2009-10. I am not supporting any group, I just want a free and fair election for the betterment of the society,” said Vikash Jain, another resident of S block.

“The biggest defaulter in this entire episode is Bhagat Yadav himself,” said MS Dalal, another S block resident. “He does not even belong to our society. He was accidentally given a lifetime membership of the RWA despite the fact that his house lies outside the S and W blocks of Uppal Southend. He has constructed a house on the agricultural land outside the society.” 

Despite all controversies, the District Registrar has announced May 1 as the election date. It is going to be interesting to see whether Yadav’s main opponent, former RWA president Jeet Ram Sharma, is allowed to contest the election or not.
