Things have now come to a head for residents of Assotech Windsor Court, a residential project in Sector 78, Noida. They have had no power supply for the last three weeks, and have been paying the builder for electricity from diesel generators at the rate Rs 15 per unit.

Paschimanchal Vidyut Vitran Nigam Ltd (PVVNL) disconnected power supply after the developer failed to pay the bill for the last two months, and the dues reached Rs 4.5 lakh.

No power, and no basic facilities either.

The residents, rendered helpless, staged a protest against the builder on the society premises today.

According to the residents, the builder was supposed to provide all the basic amenities a year back, but the promises remained promises.

Pabitra Das, a resident, lamented, “It's almost three weeks and there’s still no power supply in the society. There’s no playground for kids, no sewer-line connection, inadequate fire-fighting equipment and malfunctioning lifts — you name it!”

He added, “To pay up the bills, the builder asked the residents to start paying maintenance charges from where it would clear off the dues to the discom. But without the basic amenities, how can we pay for the maintenance? There are five towers in the society, but three are still under construction.”

According to residents, around 130 families have already moved into the society of about 709 flats.

Residents also complained that they had already paid up to 95 percent of the flat's cost. Most of them had booked flats in 2011 and the builder had promised to deliver by April 2013. But even after a lapse of five years, the society is still not ready.

“There’s no swimming pool, no club — the builder hasn’t even constructed the entry and exit gates properly,” complained another resident.

City Spidey tried to contact the builder and its staff, but no one was available to comment.
