If the officials of Ghaziabad Development Authority or GDA were to be believed, they could not enforce their rain water harvesting plan for high rises, simply because, they do not have adequate staff.

The authority had chalked out plans for each zone and its Officer on Special Duty, V K Singh, had ordered the apartments to participate in the inspection-cum-awareness drive.
The reason “we could not do is because we are short of ground staff”, Singh told City Spidey. Three weeks have already passed with no work on the ground. Whatever staff was available were already occupied with the authority’s sealing and demolition drive where unauthorized and illegal buildings in the city are being felled.
A senior official on the condition of anonymity told this reporter that the officials were busy with numerous meetings. This is further causing delays on projects which are already running behind schedule.According to one estimate two-third of a month or 20-days of an official’s time would go just attending meetings.
When asked whether officials can skip meetings citing work engagements, he said only “in the case of an emergency, otherwise officials can't escape these meetings,”.
Ghaziabad had witnessed flash floods this season with rain water running into drains and other outlets without getting absorbed into the soil.
