Two kids attacked by stray dogs in Noida’s Supertech Eco Village-II

Stray dogs menace just doesn’t seem to end for the residents of Noida. Two young kids were chased and attacked by stray dogs yesterday evening in Noida’s Supertech Eco Village II while they were out playing.

Three-year-old Naitik was bitten by a stray dog while he was at the reception of the tower along with his mother. “My son and wife both shouted for help but the security guard did not come for rescue. Somehow, my wife rescued the child and took him to Fortis Hospital in Sector 62,” said Ashish Tyagi, the father.

In another incident, a baby girl, Falgundi, was chased and bitten by a stray dog when she went to play with other children at around 6.30 pm. Kuldeep Kumar, her father, said that there are about 20-25 stray dogs inside the society and within a month more than five cases of dog attack have come to the light.

Following the incidents, around 100 residents protested inside the society on Saturday morning against the builder for its callous attitude towards the safety of the residents. “We have complained repeatedly to the builder about stray dogs entering the society and attacking the residents. But so far, no action has been taken by their side,” said an agitated Tyagi.

The residents also alleged that dog-lovers who feed the strays are making matter worse. “There are some residents who claim to be dog lovers and feed strays as per their convenience, without taking any responsibility. As a result, the strays are attacking the residents,” said one of the residents.

Meanwhile, the estate manager of the society said that they are taking steps to resolve the issue. “We have deployed one team to get these stray dogs out of the society. We are also going to write a letter to Greater Noida Authority for the vaccination of these dogs,” he said.

Very Deplorable Indeed . 1. This is definitely a proven systemic failure on the part of Estate Authorities , Law n Order Auth who under the pretext of Ambiguity in Law are hesitent to take action against the Persons/ Agencies/ and I dare to add about "Self stalled Welfare Champions " . In a way these all are abetting the incidence of crime at the cost of Injury and eventual loss of Human Life . In every gated Housing Complex such occurrences have now become a New Normal with Authorities becoming Mute Spectator. In fact as responsible citizen we face Threatening Tele - Calls from No Less then Govt of India Ministry warning to book us and sending us to Jail on daily basis , even the Poor Guards are performing ther duties under the threats/ Jungle Raaj of such pseudo welfare activists . The kind of fear psychoses seeping our Elders, Ladies and children is of very serious health implications , in a way living is much worse than living under Enemy Prison . 2. Imagine every day , in Public Parks & Residential Complexes , a Certain Kind of lobbyists will force their acts of Public Nuisance upon Peaceful law abiding residents , ladies and children and then followed by a miserable chain of events where in we are made to throng the Thanas, Police Chowkies , Sr Police Officers etc etc . So much so that a Junior Police Officer had to face departmental disciplinary action for helping the residents for he warned a habitual Public Offender to not to induldge in Public Nuisance in a Public Park in NOIDA. Thre is also a case in point for Local Municiple Authorites to earmark certain Areas for Pets to relieve at particular Timings of the day . 3. In one such instance an innocent Security Guard who objected The Pet Owner to not use Lift for Poo by his pet , was falsely framed under CrPC inspite of residents certifying the Innocence of Guard . That how its more than a Jungle Raaj . Time has come that our Govt of the day and Law Makers must Anule all such provisions which are frequently being misused against Innocents , by way of an Ordinance by State Govt followed by a proper legal safe guards passed by Law Makers of the day. Definitely the Ambiguity must be addressed ASAP by the Govt of the day .

1. The only way out is left now is an urgent action by CEO Noida Authority to order for :- (a) CAG Audit of CAM, Energy and related accounts of these Builders such as Supertech Ecocity, Paras Tierea, Ajnara Deffodils and Paramount Floraville . (b) Independent Tech Audit of Buildings/ Towers for Structural Adequacy of all buildings and any violation of NBCC Norms and Sanctioned Lay Out Plans . (c) Publish Civic Guide Lines to be followed and Fines for the Violation there to , in particular to resolve the daily occurence of Dog bites by Stray Dogs in all the Societies . ( d) Order for Handing Over of Maint of respective Societies by Builder to the duly elected AOAs , where the all the laid down norms have been met in terms of 85 % of possession to owners and completion of Project work. The pending / likely Builder liabilities be identified as legal obligation of Builder to be met ASAP with Noida Auth being the Enforcing Agency / Party . (e) CEO to call for a meeting with AOAs, Builder Mgt and Various Concerned Vertical Heads to gether the first hand account of series of difficulties being faced by residents . 2. If these issues are not addressed in its right earnest there are all the reasons to forsee that situation may spin out of hand and may even lead to avoidable Law & Order Problem. As there is a simmering discontent among the residents due the contineous Neglect & Cheating by Builder to fleece the innocent residents tthrough Over Charging of CAM, Energy and other illigal means.
