More than three months have passed since the election for Apartment Owners Association (AOA) was held in Panchsheel Greens in Greater Noida West, but the association till date has not been registered under the UP Apartment Act.

The resident feels the AOA was formed to look after the day-to-day development in Panchsheel Greens, however, the purpose has been failed.

The delay in the registration process is the result of the contradicting views between the elected committee, Election Co-ordination Committee (ECC) and the builder. Vikas Kumar, who secured the maximum number of votes in the election held on May 5, said that not having adequate documents required for the registration is causing the delay. He alleged that the ECC and builder has not been able to provide the required papers.

"After the election results were declared, I had visited the registrar office where they asked to provide three documents as proof namely; register, ballot papers and video recording of the election which I conveyed to the ECC, however, they have not provided us with the same so far," Kumar said.

However, dismissing the allegation, the election coordination committee said that the elected committee has shown no interest in getting the AOA registered and, instead is blaming others.

Shyam Gupta, an ECC members said that the committee has done its part. He further said that now the builder and the elected committee have to proceed with the registration process.

“Instead of doing something, the elected team is putting the blame on ECC. The elected team is demanding for the ballot papers which is illegal and unnecessary. How can ECC disclose that who has voted for whom? We have asked them to submit a proof if it is really required for the registration process,” Gupta said.

The builder, on the other hand, stated that registration of AOA has been delayed due to the conflict within the residents. “I was asked to appoint a member in the committee which I did. Why would I appoint a member if I wanted to delay?” Anuj Chowdhary, Director of Panchsheel Greens asks.

Chowdhary also said that the entire election process was conducted without following the norms of the UP Apartment Act. “There are multiple groups among the residents and every group says different things. Instead of coming with a unanimous decision to resolve their own conflict, they blamed the builder which is very easy for them,” Chowdhary added.
