The residents alleged that the condition of the existing towers are in a bad shape.
The residents of Raheja Navodya, a housing society in sector 92, Gurugram, are dejected due to unfulfilled promises by the builder. Irked by financial deficit, infrastructure deficiency and delayed possession, they are now planning to move to the court against the builder.
The resident complained that the deposited IFMS (Interest Free Maintenance Security) with the builder should be handover to the RWA for the management of the society. They said that the IFMS amount is approximately around Rs 10.5 crores. Prashant Kathuria, Vice President of the society said, "The builder had promised to give the IFMS amount to RWA when the resident elected body will takeover the maintenance charge of the society. However, after constantly following up the matter with the builder, there is no positive response from them. We are facing financial crunch and it is very difficult to manage day to day requirement of the society. The builder is yet to provide the consolidate recovery amount towards CAM and electricity deficit to the RWA."
According to the residents, the builder had launched the project in 2007 with a promise to deliver the flats by 2010. However, the builder delayed the possession and started giving the possession in 2017. So far only 400 homebuyers are given possession and around 266 homebuyers are still waiting for it.
The residents alleged that the condition of the existing towers are in a bad shape. Pillars have developed cracks, continuous seepage in flats and basement is causing damage to the foundation of the tower. The society is also lacking facilities like swimming pool, club house etc. Siddhartha Das, RWA President of Raheja Navodya said, "At the time of buying the flat, we were promise to have luxurious flats with world class facilities but instead we are getting nothing. There is always water in basement with no provision of pumping out due which it gets stagnant for weeks, emanating foul smell and posing serious health hazard. In case of any fire incident, they lack fire safety arrangement in the society as well."
The residents alleged that the builder has obtained the Occupancy Certificate without getting permanent electricity connection and water connection. At present, the residents are paying for temporary electricity connection at a rate of Rs.13 per unit. Ashwani Setia, RWA General Secretary said, "Even after paying IDC, EDC and maintenance charges in advance, we are still suffering due to apathetic attitude of the builder. We are depending upon the water tanker to meet our daily requirements. Despite numerous complaints to the authority, they have turned a blind eye on the matter."
