Following the announcement of odd-even rationing scheme by Delhi CM Arvind Kejriwal, a plea was filed at the National Green Tribunal (NGT) challenging the scheme on Monday.

On September 13, Kejriwal had announced car rationing scheme between November 4 and 15 to control the air pollution in national capital.

The plea was filed by advocate Gaurav Bansal. He challenged the efficacy of the scheme citing the reports from the Central Pollution Control Board (CPCB) which stated that odd-even schemes introduced in the past had no impact on the air quality.

“At a time when the country’s top environmental pollution control boards like the CPCB and Delhi Pollution Control Committee [DPCC] has unequivocally stated that the odd-even policy, when implemented in the year 2016, failed to curb the air pollution menace, the stand of the government of Delhi to implement the odd-even policy merely on a study done by people of other countries, is not only unpleasant but also downgrades the reputation of the CPCB and the DPCC,” the plea said.

Rakesh Kumar, who is an engineer by profession said that he faced a lot of difficulties in commuting to the office during the car rationing scheme implemented earlier in the city.

“It is very important to carry out scientific studies on efficacy of the car rationing scheme before implementing it in future. Unless, there is ample evidence that it benefits the air quality, it should not be implemented. People face a lot of difficulty while pooling cars,” he added.
