In a major breakthrough, Gautam Buddh Nagar police arrested a Fire Safety Officer (FSO) of Phase-1 and a vendor, for taking bribe for providing Non-Objection Certificates (NOC) to as many as 13 fire vendors on Saturday.

The malpractice came to light after audio of a conversation between two men went viral on social media. Later, an investigation was ordered by the Senior Superintendent of Police (SSP) Noida, Vaibhav Krishna in the matter.

During the investigation, the voices in the audio were identified as that of FSO Phase 1 Kuldeep Kumar and Arvind Kumar, a fire vendor. Upon being interrogated, both confessed to their crime. It also revealed that the FSO had accepted Rs 80,000 from Kumar for issuing a NOC for Motherhood hospital in Noida’s sector 48. 

As per information available with us, Arvind told the officials that the FSO had visited the hospital for inspection and found the infrastructure unsatisfactory. He, therefore, declined the fire NOC. Later he agreed to give NOC in exchange of the bribe.

The investigation also revealed how the malpractice was being conducted, vendors fill online forms under their respective company's email id and phone number, along with the address of the building that is seeking Fire NOC.

Lauding the investigation, the Krishna said over 450 NOCs were acquired through this method and a case against 13 vendors including Kumar has been registered in sector 20 police station.

Seven FIRs have been registered against vendors for giving bribe for issuance of fire NOC on behalf of the builders or owners, the official said.  

A case under 420 (cheating and dishonestly inducing delivery of property), 467 (forgery of valuable security), 468 (forgery for purpose of cheating )  and 471 (using as genuine a forged 1- document or electronic record ) of the Indian Penal Code (IPC) along with section 66 of the IT Act has been registered against several fire vendors including Arvind Kumar, Anil Sharma, Maniram Dandriyal,and many others.
