Supreme Court-appointed court receiver, R Venkataramani, has come out with a sequence according to which the homebuyers of Amrapali projects will register their flats. According to his formula, the flat owners can sign agreements with the builder and Noida and Greater Noida authority respectively. 

The verification and registration will be carried out in two phases.  

In the first phase, registration of projects like Sapphire 1, Sapphire-II, Eden park, Platinum, Titanium, Zodiac, Princely estate, Silicon City phase-I will be carried out. These projects come under the Noida Authority. Registration process for Sapphire 1 is already underway.

In the second phase, projects from Greater Noida will be taken up for registration. The projects lined up here are Castle, Grand and Leisure Valley.

However, in his letter to the authorities, the court receiver clearly mentioned that the serial order of registration may change on the recommendation by the National Buildings Construction Corporation (NBCC).

The court receiver will also inform the court and request to pass a specific order for the purchasers and occupants who have invested their money in Amrapali projects but have not got their possession.

The court receiver has pointed out that some RWAs have been collecting money from the homebuyers as registration expenses.

In his letter, Venkatramani said no buyer has to pay any money as a registration fee. He said, “I will advise postponing the registration of projects where such a problem exists.”

Around 14,000 homebuyers of several Amrapali projects have been waiting for the registration of their flats through tripartite agreement. The court has asked them to put together all the documents that would validate them as authentic buyers and also confirm their full payments to the builder.

Preeti Kaushal, treasurer of Apartment owner’s Association Sapphire phase 1 said, “80 percent of the verification has been done at our end. We have submitted the documents to him and now are waiting for further instructions from him. 

She said, “We have been seeking appointment from the court receiver, but are not able to meet him due to the additional responsibilities that he has been given after the recent development, Moreover, since he has been travelling a lot, our meeting with him is getting delayed.”

Owners of commercial space in Amrapali projects have also met the court receiver, but nothing has been materialised. It is being said that the court will take action for the commercial spaces after the registration process of homebuyers is completed.
