In a strange case, two high rises of Indirapuram have received notice from Ghaziabad Development Authority for acquiring completion certificate (CC) even as both have the same in their possession for years.
The notice received by Mahagun Mansion Phase II and Aditya Mega City. the two high rises, reads: “You are being directed to apply for the completion certificate as per the laid norms from the authority, otherwise stringent actions will be taken against you under relevant sections of UP Urban Planning and Development Act 1973.” (translated from Hindi).
Gaurav Mittal, secretary of Mahagun Mansion, claimed that the society had obtained the CC way back in 2007. "The notice is ambiguous and seems to have been sent in a haste without even cross-checking the facts," observed Mittal.
Similarly, Munish Jain, president of Aditya Mega City RWA claimed that they had acquired CC in 2010. "Yet we have received the notice. I don't know how officials send notices without going through the records. Such irresponsible behaviour is unwarranted," he lamented.
CitySpidey spoke to the officials of the area to solve the mystery behind the notices. One of the officials said that the authority had sent notices to all the societies which have not acquired the CC or possess partial completion certificate.
This exercise was undertaken in compliance with the direction of the Real Estate Regulatory Authority (RERA). A month ago, the RERA had asked all the civic development authorities of UP to file lists of the housing societies of their areas which have acquired completion certificate. A week ago, the RERA had again directed the Ghaziabad Development Authority (GDA) to file status report of the construction work in the societies which have not obtained the CC.
The GDA had made an extensive report on the status of the CC issued to societies came into existence after year 2010.
The authority has sanctioned layout plan of 127 societies. Of which, nine have received CC while 43 others have obtained completion certificates for only a few towers. A total of 118 societies have come under GDA scanner.
As per the officials the CitySpidey spoke to, the GDA has issued notices to all these societies to apply for CC. However, it must be noted that Mahagun Mansion Phase II and Aditya Mega City were developed before 2010.
CitySpidey reached out to Susheel Kumar Chaubey, GDA Officer on Special Duty, for clarification but he declined our request, saying, "I'm out of town and will only be able to comment once I go through the records."
