SDMC Commissioner Gyanesh Bharti decided to adopt a strategy for zero tolerance against air pollution which, he said, might push entire Delhi into its vicelike grip resulting in increased incidence of asthma and other ailments related to respiratory disorders in the city if the issue is left unattended.  

Following the instructions of the commissioner, the patrolling teams, constituted to monitor the situation arising from pollution in sufficient numbers, are taking instant action against violators of pollution norms including erring government and related institutions.  

The teams have been told to go on a round-the-clock patrolling on a rotation basis, said Shri Bharti. 

He ordered zonal deputy commissioners to ensure that there is no leniency in the implementation of the pollution rules during the ongoing festival season, which generally becomes a cause of suffocative air pollution.  

The Licencing department has been authorised to take strict action against sale of polluting crackers.  The Commissioner has asked the zonal heads to submit daily action taken report (ATR) for his perusal. 

He further asked the teams to continue the zeal with which they took action today. It has been made clear that erring officials and officers will not be spared, rather they can be even suspended.

Separate teams have been constituted to take action against garbage and biomass burning, carbon emission and dust pollution from construction activities, construction and dumping activities, road dust and polluting industries across the SDMC.  In all, 108 challans have been slapped on the violators resulting in a fine of around Rs. 15 lacs. Further, in the case of 1o violation, the quantum of the fine will be decided by a concerned court including the court of metropolitan magistrate.   

The central zone slapped challans on DJB, Delhi Gate, IP Estate, BSES Rajdahani Power Ltd Nehru Place,  Godrej Construction site at Okhla Phase 1 (Fine Rs 5 lac) and the L&T Construction Infrastructure ( fine Rs 5 Lac), Pragati Maidan and realised a fine of Rs 11 lac from their construction sites. The zone also took action against four other construction sites at New Friends Colony and Lajpat Nagar-3 and other 82 challan for different kind of violations.  The rate of result-oriented action in this zone comes to over 95 %.  Fine in the case of 39 violations is yet to be decided. 

The west zone also recorded 100 % result-oriented action as challans has been issued for garbage burning and dust pollution from construction and demolition waste in five cases.

The amount of fine would be decided by the court. 

The Najafagrh zone took action in 16 cases and the fine will be decided by the court. Here too, the result-oriented action rate is 100%.  

The south zone collected fine amounting to Rs 17,600 for action against ten cases of garbage burning, three of construction and demolition waste and other six cases of road dust due to lack of sweeping.  Here, the teams visited 32 places and challanned in 19 cases of violation; the rate of result comes to 53%.
