JAFRA proposes formation of Gurgaon Development Authority

One of the oldest umbrella bodies of Gurgaon, Joint Action Federation of Resident Welfare Association (JAFRA), has decided to approach the state authorities for the formation of Gurgaon Development Authority. 

Colonel Ratan Singh, chairman, and JN Mangla, working chairman, met SP Gupta, the director-general of Haryana Institute of Public Administration (HIPA), today to express their appreciation of the initiative. 

JAFRA believes there are a number of roadblocks to Gurgaon’s planning and maintenance, which can be tackled if there is a central body in place. Two roadblocks stand out — multiple agencies and referring every problem to Chandigarh for action. The first encourages jurisdictional confusion and the second leads to delays in approval. With one agency in charge of all others, both these problems can be avoided, especially with the chief minister as the chairman and a senior officer as the vice-chairman stationed in Gurgaon. 

JAFRA plans to meet HIPA and other stakeholders, so well-thought-out recommendations can be made on the legality, jurisdiction, composition, power and function of the proposed GDA.

“The interaction will also help us discuss things that need to be avoided so the GDA does not become just another agency adding to the confusion,” said Colonel Singh. 

The objective of establishing the GDA is to ensure that Gurgaon becomes one of India’s most preferred cities for living, working, shopping and entertainment. JAFRA is willing to extend its cooperation to any initiative that aims to achieve this objective.
