Residents of Mayfield Gardens, a township in Sector 51, Gurgaon, wrote to Dakshin Haryana Bijli Vitran Nigam asking it to take over the maintenance of power infrastructure in the area.

The move was prompted by frequent power outages in the township. Residents claim that the transformers, switch gears and cables are frequently damaged as they are overloaded. The sanctioned load is far less than the requirement. Residents allege that neither the discom, nor the developer is ready to take responsibility and are busy passing the buck to each other.

According to residents, they pay energy charges, electricity duty and municipal tax like every other consumer in HUDA’s sectors, but power infrastructure is not maintained by DHBVN. “The tariff being charged by the discom includes all expenses — from transmission, distribution, operation and maintenance, including that of the metering point at the consumer’s end. The operation and maintenance expenditure of the discom are included in the annual revenue requirement, which is instrumental in deciding tariff rates,” said Samar Sethi, a resident of Mayfield Gardens.

“The builder laid the power infrastructure, got distribution of transformers of 19,800 kVA and paid Rs 94.14 lakh in 2004. Those assets created by the builder need to be put in the books of DHBVN as its property,” said Dharam Vir, RWA president of Sheetal (part of Mayfield Gardens).

When City Spidey spoke to DHBVN officials, they said that the discom was aware of the situation and was already in talks with the residents. They said they were looking into the matter and were yet to come to a conclusion. They added that the issue would be resolved soon.
