DDA Aawasiya Yojana 2017 was launched yesterday by Housing and Urban Poverty Alleviation Minister M Venkaiah Naidu at Nirman Bhavan, Delhi.

At the launch, secretary of Housing and Urban Poverty Alleviation (HUPA), Dr Nandita Chatterjee, vice-chairman of DDA Udai Pratap Singh, and other senior officers of the ministry were also present.

Naidu congratulated DDA for linking the housing scheme with Pradhan Mantri Aawas Yojana. Addressing the media, he said GST and RERA together would bring about a revolution in the field of housing and real estate. 

Dr Chatterjee spoke at length about how the scheme would provide interest subsidy to borrowers from low-income and middle-income groups.

Singh announced that DDA would construct more than 1 lakh homes by 2022. He added that every year 22,000 homes would be constructed and allotted under the DDA housing scheme to the people of Delhi.

Under the scheme, 12,072 flats in different categories and different locations will be offered on a freehold basis. Applicants can apply for the scheme till August 11.

Most of the flats have been constructed following the green building code norms to reduce the carbon footprint. The flats are located all over Delhi in places such as Rohini, Dwarka, Narela, Siraspur, Jasola, Pitampura, Paschim Vihar, Jahangir Puri, Vasant Kunj and Sukhdev Vihar.

Under the scheme, there are 87 high-income group (HIG) flats, 11,197 low-income group (LIG) flats and 404 middle-income group (MIG) flats.   

According to DDA, the tentative cost for an HIG flat is between Rs 58.47 lakh and Rs 126.81 lakh; for an MIG flat, it is between Rs 31.32 lakh and Rs 93.95 lakh; and for LIG flats, it is between Rs 14.50 lakh and Rs 30.3 lakh. There are 384 Janta flats as well, priced tentatively between Rs 7.07 lakh and Rs 12.76 lakh.

The DDA scheme is linked to Credit Linked Subsidy Scheme (CLSS) under Pradhan Mantri Awaas Yojana. Successful allottees can avail the benefits of interest subsidy if they fulfil the eligibility criteria. The list of institutions from which interest subsidy can be availed is available on the website of Ministry of HUPA and two other central nodal agencies, National Housing Bank and HUDCO.

Under the scheme, any citizen of India, who has attained the age of 18 years, can apply for the flat provided he/she does not own any residential flat or plot in full or in part on leasehold or on freehold basis in Delhi, New Delhi and Delhi Cantonment, either in his/her name or in the name of his/her spouse or a minor or dependent child. 

Both husband and wife can apply for flats separately, subject to the fulfilment of eligibility conditions. However, only one shall be allotted a flat, and the application money of the other spouse will be refunded.

Applicants will be allowed a maximum of seven choices of locality. Submission of applications will be done both online and offline. The applicant can apply only if he/she has a valid Pan card and bank account.

For registration, the applicant will have to deposit the registration sum of Rs 1 lakh for a Janta or an LIG one-bedroom flat; and Rs 2 lakh for MIG and HIG flats. The cost of the form has been fixed at Rs 200, which will be available at various designated branches of State Bank of India, Central Bank of India, IDBI, Axis, ICICI, HDFC, Yes Bank and Kotak Mahindra Bank, besides DDA Counter No 11, D Block, Vikas Sadan.

The draw of lots will be conducted after a lapse of three months from the closure of the scheme. DDA will refund the registration money of unsuccessful applicants through the nodal branches of the banks.
