Noida: Will handing over of flats without proper certificates stop?

NEFOWA, or Noida Extension Flat Owners Welfare Association, a group of homebuyers in Noida and Greater Noida, today met Alok Sinha, principal secretary, Industrial Development, UP, and chairman of Noida Authority, about builders giving buyers possession of flats without obtaining completion and occupancy certificates from the Authority.

The group pointed out that the Authority followed a standard process of examining the project buildings and amenities before issuing completion and occupancy certificates. But there were cases in which developers had handed over flat keys to buyers without these certificates, which was a violation of the UP Apartment Act. It also forced residents to live in projects that didn’t even offer them basic facilities. NEFOWA members demanded that this practice be stopped.

Abhishek Kumar, president of the group, said he had also raised the issue of property registration, in which several buyers had paid stamp paper charges to builders, but since possession of flats had been delayed – sometimes by as many as seven years - the rate of these stamp papers had increased by 2 per cent. This put extra financial burden on buyers for no fault of theirs.

Shweta Bharti, general secretary of the group, said the chairman had assured them that no housing project would be issued occupancy and completion certificates without proper inspection of the sites first.

Indrish Gupta, founding member of the group, said that Sinha had assured them that strict action would be taken against those giving possession of flats without proper facilities in place, as sanctioned in the project layout.
