Officials convened a meeting with homebuyers today, which was five months late thanks to officials not taking the complaints seriously, despite an Allahabad High Court order.

After the intervention of the Chief Minister Office, officials of New Okhla Industrial Development Authority (NOIDA) on Monday convened a meeting with homebuyers of Pan Oasis, a residential complex in Sector 70, and the developer.

The meeting was delayed by almost five months, as officials were not taking homebuyers’ issues seriously, despite an Allahabad High Court order to address the complaints. The order came early this year in April.

Residents recently lodged a complaint with the Chief Minister Office that the order was not being followed. The latter then asked NOIDA officials to ensure that homebuyer issues were looked into.

Kapil Kumar, the resident on whose petition the Allahabad High Court issued the order, said they had complained to the court that the developer had revised the original layout of the project without the consent of residents. For any change to the approved layout, a majority consent of residents is mandatory. In not following this protocol, the developer had violated the UP Apartment Act.

Kumar had told the court that the developers had converted the green areas of the society into commercial spaces, even giving physical possession to commercial buyers without obtaining an occupancy certificate from NOIDA. 

Atul Rai, additional CEO of NOIDA, directed officials to look into the matter and solve the issues. He also ordered the builder to come up with the details showing the changes to the original project layout were in compliance with existing rules. He gave the developer 10 days to do so. The next meeting has been scheduled for September 15.
