Uttar Pradesh Chief Minister,Yodi Adityanath’s stern warning to builders and developers in Noida and Greater Noida does not seem to have the desired effect, as many still plead inability to handover flats to the home buyers, several of whom are sitting in protests in Noida.

Yogi had last week ordered that 50,000 home buyers must be given possession of flats within three months, but at present there are only 18,000 units in different stages of construction in the twin cities of Noida and Greater Noida. Many of these are on the verge of completion and can be handed over to the buyers.

On Saturday, the Noida authorities called nearly 40 builders for a meeting to discuss the Chief Minister’s order on housing complexes, but only 25 builders and developers indicated that they may be able to give possession of the flats. They told the Noida officials that they would make 10 per cent payment for the land allotted to them as was needed under rules for getting a completion certificate, following which the complex could be handed over to home buyers. In all 39 builders and developers were invited for the meeting on completion of stalled housing projects.

Rest of the developers blatantly declared that they are unable to give possession of the flats. As per the builders, only 15,000 flats in Noida can be delivered within three months. But even regarding these, the builders are not so sure as the builders must obtain completion certificates under the new rules.

Under the ongoing scheme, Noida Authority will issue partial completion certificates to developers on payment of 10 per cent of dues of land cost. In Greater Noida, the situation of housing projects was more pathetic. A mere 3617 units were nearing construction and could be ready in three months. But here, the completion certificates are given only after the developers’ clear entire dues of land cost.

RK Arora, Chairman, Supertech Limited, a realty major, told City Spidey that they have requested authorities to ease the technicality relating to issuance of completion certificatess. If that happens, there could be 7500 flats ready for delivery, he said.

Santosh Kumar, OSD, Group Housing Cell, Noida said that if the developers do not keep their promises, legal action can be taken against them. Currently, discussions are on with developers on the technicality of completion certificates. If it is done and the builders do not comply, action will be taken,” he said.
