Cicily Kodiyan, a 95-year-old resident of Sector 23, Sheetal Vihar Apartments, has made remarkable contributions to the development of Dwarka. Despite her age, she has been actively involved in promoting infrastructure, community bonding, and democratic awareness in the area. As a scholar and writer of several books on adolescent and biographies, Kodiyan has emphasized the importance of social solidarity and community responsibility, and founded the Association Neighbourhood Ladies Get-together (ANHLGT) in 2009. The ANHLGT organizes community get-togethers for women across the city and campaigns to make authorities aware of the problems faced by the community.

Kodiyan's campaign has been successful and has created a wave of awareness among women in the area. Today, her brigade has more than three thousand members in Dwarka, serving as an example of women's strength and their ability to influence authorities to work towards development. Kodiyan believes that educated women should understand their rights and responsibilities to achieve equal rights and opportunities. She encourages women to be active and participate in the development of the community.

As the president of ANHLGT, Kodiyan inspires other members to work tirelessly for positive change in the community. She spends hours developing new ideas and spreading the concept of love and harmony. She organizes several events for women throughout the year, including sports, literary events, and interactions with authorities. Her new ideas, such as a monitoring committee of ANHLGT members for developmental works in each sector and small groups of ladies in each sector working for women's empowerment, have become popular.

Kodiyan's efforts have brought the first community library to Dwarka, located at the Community Hall of the Municipal Corporation in Sector 23. She has also organized various volunteer programs to help senior citizens become digitally literate and stay fit. These programs have brought about positive changes in the community. Kodiyan believes in the power of women to bring about progress, peace, and happiness in society, and is committed to doing all she can to achieve this goal.
