The decision to increase the fine for not wearing a helmet while riding a two-wheeler was taken by the state cabinet during a meeting held on Tuesday chaired by the Uttar Pradesh chief minister Yogi Adityanath.
First-time violation would attract a fine of Rs 500 while second-time violation would cost Rs 1,000. The state cabinet passed the proposal aiming to boost safety of bikes riders, as not wearing helmet is a major reason for head injuries reported in fatal road accidents.

In the past, several measures taken to enforce the law for the rider and pillion to wear helmets while riding two wheelers have not succeeded completely.
With increasing the fine, the authorities aim to strictly enforce this important traffic safety rule.
According to the Motor Vehicles Act, 1988, it is mandatory for the rider and pillion to wear helmets while riding two wheelers. Not wearing a helmet while riding a two-wheeler is a crime under Section 188 of the India Penal Code and can land a person in jail for six months.
According to the officials, at present, people riding a two-wheeler without wearing a helmet assume that they will get away by paying a small fine. But with the fine being increased to Rs 1,000, it will hopefully stop them from breaking the rule.
In another decision taken during the cabinet meeting, the motor vehicle act was amended. It will now allow vehicles owners, if they wish, to opt for number portability of their cars. This will be done after paying a fixed charge, which is yet to be decided by the cabinet.
