The residents of NBCC Green View, a residential society in sector 37 D, are appalled over the negligence attitude of the builder towards the safety and security of the citizens. They alleged that the developer has compromised on meeting electrical safety and has created dangerous conditions for the working staff and the residents.

The NBCC Green View society is located near Basai, a wetland and low-lying flooding area having water table approximately one meter deep from Natural Ground Level (NGL). Inspite of knowing this and without taking any remedial measures for high water table, the NBCC officials had allowed to install electrical substation in the basement without caring about local geology and hydrology, they alleged.

The residents complained that due to faulty design and installation of electric substation, water continuously oozes out from the floor in the substation and the DG room area by natural underground water pressure.

They alleged that the developer is continuing its callous attitude about such grave situation. Yadvendra Yadav, a resident of the society said, "The builder is not taking its responsibility seriously. Even though it is dangerous for working staff and the residents, the builder is not taking any remedial steps.”

The residents informed that after repeated complaints to the builder, they took temporary measure and dug five bore-wells in front and the back of the main LT power panel for pouring out of ground water which is a gross violation of Central Ground Water Board norms. "The builders took temporary provision and constructed a trench through which all the water coming out from bore-wells is collected in pit and flush out in the open by sump pump. In case of power outage and DG set failure, water floods on the entire floor, increasing chances of electrocution. For operating a sump pump, electricity is required for 24 hours which is a complete wastage of electricity and water resources,” said Yadav.

The residents informed that they have written a letter to Central Electricity Authority and filed an RTI on the same. In its reply, CEA said that it is for the agency or the developer to apply for the periodical inspection through online. The approval of energiziation was expired in July 2018 and it is the responsibility of the owner to apply for periodical inspection.

Neeraj Kumar Gupta, General Secretary NBCC Green View Association Of Apartments Owner (AOAO) said, "When we approached the CEA on the matter, they said that they cannot take a suo motu on the matter and the agency needs to first apply for the periodical inspection. The builder is not applying for the inspection as they know they are violating several norms. We have been continuously following the matter with the developer and concerned departments but no action has been taken on the issue. This is serious matter and risking the lives of residents."

When CitySpidey contacted AK Gupta, DGM NBCC said, "The issue of water seepage has been rectified, no such problem exists as of now. We have already taken action on the complaints made by the residents."
