Noida- Dog policy implemented, fine will be imposed on violation

Noida: In light of the recent dog attacks on residents on society premises, the Noida Authority has implemented an updated Dog policy from Monday, December 12, 2022. In the new policy, rules for dog shelter homes, feeding points, registration, renewal, sterilization, vaccination etc have been fixed. Along with this, fines will be imposed for not following the rules. No RWA, AOA or organization can make any restrictions or changes regarding the decided policy.

Registration of all pet dogs will be mandatory under this dog policy. Every year in April, the dog will have to be registered for that financial year by paying a registration fee of Rs 500. Renewal of registration will be done based on the complete satisfaction of the authorities. It will be mandatory to apply online for dog registration from April 1 to April 30. Every person shall have to register his pet dog within one month from the commencement of the policy.

After ratifying the dog policy in the 207th board meeting of the Noida Authority, suggestions were sought from RWAs, Apartment Owners Associations, NGOs and the general public on the matter. Based on the suggestion, the authority has updated the existing dog policy.

Under the dog policy, in the fixed responsibilities of pet dog owners, a leash will be mandatory while walking dogs outside the house and leaving pet dogs outside alone has been banned. Pet dogs will only be allowed in the service lift of society. According to the rules, it will be mandatory to use the floor while taking pet dogs in the lift. If a pet dog defecates in a public place, the owner of the dog will be responsible for cleaning it. The authority will take legal action if the pet dog is left unattended.

The penalty will be imposed for violation of the terms and conditions

• For the registration of pet dogs, the registration can be done without any fine if the registration is done on the Pet Dog app by January 31. For this, a fee of Rs 500 will have to be paid.
• From February 1 to February 28, a fine of Rs 200 will have to be paid along with the registration fee.
• From March 1 to March 31, a fine of Rs 700 and Rs 10 per day will be charged.
• Pets six months and above should be sterilized by January 31, 2023. Failure to do so will result in a fine of Rs 2000 per month.
• If a person is injured by a pet dog, then the dog owner will be responsible for its treatment. Apart from this, he will have to pay a fine of ten thousand rupees.
• A fine of Rs 100 in the first instance, Rs 200 in the second instance and Rs 500 in the third instance for littering by a pet dog will be imposed.
• A flat or house cannot be used as a dog breeding centre. On doing this, the pet dog owner will have to pay a fine of Rs 5000.

Following are the rules for stray dogs

• On the demand of RWA and AOA for stray dogs on behalf of the Noida authority, the authority will get the dog shelter home constructed at its own cost.
• Families adopting ten or less than ten stray destitute dogs from street or animal shelters can get registration and sterilization etc free of cost from the Noida Authority.
• An identity card will be issued by the RWA and AOA for the dog feeder.
• The serial number tag for stray dogs will be imprinted at the time of sterilization by the empanelled agencies on behalf of the authority.
• At each feeding point, it will be written towards RWA and AOA that feed the street dog at this place only.
• Feeders shall not provide food in any flat, common area, basement, corridor or front of the gate of any other house.
