Delhi: City riders must take note as they can be challaned even if they are wearing a helmet. The Actual Motor Vehicle Act of 2019 issues a new set of rules wherein a rider can be challaned even if a person is wearing a helmet. This can happen in two cases. If a person is not wearing a helmet strip while riding a scooter or biker and if you are wearing a defective helmet (without BIS). In both cases, Rs 1000 as per rule 194D MVA will be charged. These rules have been implemented to make riders aware and further the cause of road safety.

Apart from this, according to the new Motor Vehicle Act, you may have to face a heavy fine of Rs 20,000 for overloading the vehicle. An additional fine of Rs 2,000 per tonne will also have to be paid for doing so. This has happened in the past also when cases of fining challans of several thousand have come to the fore.
